Who is jamming communications in New Orleans?

So several people have placed on their foil-lined thinking caps, and come to the conclusion that the FEMA is actively disrupting the communications infastructure in New Orleans. Aaron Broussard told a tale of FEMA cutting emergency communication lines. Yesterday — yesterday — FEMA comes in and cuts all of our emergency communication lines. They cut them without notice. Our sheriff, Harry Lee, goes back in, he reconnects the line. He posts armed guards and said no one is getting near these lines. The Sherrif reconnected them, though? Somehow I have my doubts that a sherrif has more skill with a lineset than a greenhorned Bell field monkey.
